Under a directive by HIs Majesty Sultan Qaboos, every citizen should be provided with a plot of land in the area where the works and another plot in the area where he resides. A Social Housing Programme for those on limited incomes was instituted in 1973. After a modest start in that year, when 73 houses were completed the rate of construction increased rapidly, so that by last year a total of 8,186 had been completed and handed over to citizens.

Under the Social Housing Scheme the Government provides the infrastructure such as roads, water, and eletricity, while the residents pay a monthly instanlment of RO 25 (US$ 64) towards the cost of the house. The average cost of each house works out at between RO 14,000-16,000 (US$ 37,000-41,000). Oman has the goal of providing housing for all by the year 2000.
